About T2081 DDR3 clock frequency

My t2081 board, designed by oueselves; I design to use 1600MTS, but form the DDR_CLK0 PIN ,I only measure 400MHZ, I think that it should be 800MHZ; I do not know why?is there something wrong?can somebody tell ? .      thanx.

2) Which silicon revision is in question? - i.e. what are PVR and SVR values?

3) Please provide complete schematics as searchable PDF for inspection - this will be more convenient by referring the 1)
