Why can't I download uboot into MPC8308 with CodeWarrior USB TAP

Dear Sir:

       I'm trying to download Uboot into MPC8308 with CodeWarrior v8.8 and CodeWarrior USB TAP. But When I began to program or Erase/Blank check, the IDE always prompted "Please check your JTAG clock speed", and stopped. How to solve this problem?
