Unable to program the flash

Hi,

I am working on a Board which has MPC8360 Power PC. I am not able to program the flash which is interfaced to the Power PC. When monitored the LWE (write enable) signal we are getting high, where as in other working boards its pulsing. May i know how to rectify this.

1) Was the board checked for a manufacturing/soldering issue?

2) Is the flash chip-select pulsed?

3) Is the LWE probed directly on the processor's pin?
