Typically, bsdl file is available for download at device product page, "Software&Tools" tab.
If not, than this means this file is not available publicly due to some reason, for example it may be "preliminary, confidential".
In this case you have to contact your local distributor to sign NDA and get this file.
If you already have NDA in place you can enter a case to Online Technical Support
