Can I use a TFF1003HN to create a LO of 13.5GHz with a Ref frequency of 50MHz?

The REF frequency was 50 MHz.
50 MHz is a frequency that is 5 Multiplier than 10 MHz. (10MHz *5 => 50MHz)

The setting of the divider was set to 256 and the output frequency was measured at 12.8 GHz Phase Noise.

This configuration is not allowed.

TFF1003HN supports PLL divider settings 16, 32, 64, 128 or 256.
For REF frequency 50MHz and divider 256 the output frequency would be 12.8GHz. You need higher frequency of REF signal.

Also, the specified output frequency range is 12.8-13.05GHz. Operating at 13.5GHz is not guaranteed.
