LS1028A, as a switch, enables Qbu&br and CB fuction of TSN in RealTimeEdge_2.1

Hi,

When using “tsntool” commands to enable Qbu&br and CB in TSN, some problems were encountered. 

1. When testing Qbu&br functionn, how to query and configure AddFragSize value in LS1028 during Qbu configuration?
2. When enable CB function, the frame length field of the LS1028 is different from the standard and the testcase cannot pass.
