Do you have a document which describes the JTAG sequence to override the RCW?
I mean the low level JTAG sequence, without CW or some other JTAG tool.

There is no requested JTAG sequence.
Please consider using the reset configuration word (RCW) source input, cfg_rcw_src, is multiplexed onCLK_OUT - POR low level corresponds to the hard-coded RCW option.
