Initial config or PCA9541/03

Very basic question on PCA9541/03, as the data sheet is a little vague.

At the simplest level, how should the config register be set to allow MST0 take control.

No instance for reference,but you can refer to datasheet page8 chart 7.3,there is a detail description about the state machine.
