We provide methods to configure tx power limit, you could refer to following method to update power limite table. Due to I'm not familiar with the host you used, maybe they didn't provide country code power table in their system.

The download above fails with:
Your userId does not have sufficient privilege to proceed with download.

Our OS is debian with kernel version 6.12 and the regulatory databse is present at /lib/firmware/regulatory.db

Note that we were able to configure the country code via /etc/modprobe.d/cfg80211.conf
options cfg80211 ieee80211_regdom=CA

But we are unable to change it with iw reg set, because of the firmware issue above.
