Characteristics of fall time (tf) in Fast-mode were changed from Rev03 to Rev06. Why?

Rev03: 20 + 0.1Cb
Rev06: 20 x (Vdd / 5.5V)

We know that various ICs support your company's I2C standards specification. Some of them say they support version 3.0. But, the specification of fall timing is very hard. On the other hand, the specification of fall timing is eased by version 6.0. Though I am seeking the change reason, I cannot find it. Therefore, I requested this question to you. Please teach me the reason.
