ted kit 2 has the ability to read and write eeprom out of pcf7937e?

im new here and wondering if this device can read and write 

eeprom out of pcf 7937e 

and in general hitag transponders

if yes how can read them need to disolder pcf out of circuit and put it on adapter 

or is all work by rf

i mainly planing on use the device to unlock locked transponder keys which is used 

to renew them in order to reuse it...
