We are using NT3H2211W0FHKH (NTAG I2C Plus), with Taoglass's FXR.05.A Antennae.
I am able to access read , write and readback all register values through I2c Interface.
But Since its a Passive device Its not Getting detected in NFC Mobile.
Any Specific Configuration Needs to be done with respect to this?
Should the VOUT Pin to be Looped Back to VCC? NOTE: we are supplying 3.3V to VCC PIN.
Please help us in this.

What is the status of your issue?
When reading the NTAG I2C Plus IC from the RF side, VCC is not required since the power is provided by the NFC Reader (e.g. NFC enabled Mobile Phone).
If the communication fails then it is caused either by defective connections, e.g. the antenna pins not making contact with the IC pins, or that the antenna is not properly tuned.
Also I notice that your capacitors are in series. In case any external capacitance is required it should be connected in paralled to LA/LB pins. There is an application note for antenna design and tuning for NTAG ICs:

If you do not have equipment to measure the antenna inductance then see if it is specified in the manufacturer's datasheet.

The Chip was not working, we replaced it with new one and it started
working.
