ARP functions?

I just want to make sure before I start digging deep into the RTCS stack, but is there anywhere aside from the arp.h files that delineate the ARP functions in RTCS? We're looking at a custom protocol running on ARP as well as using TCP/IP, and I can't find those functions mentioned in any reference.

There are also private ARP headers: “arp_prv.h” and “arpif.h”.
