The chip is always on reset after power on

Hello,my board is S32R274 evb,today I meet a situation that the yellow LED is always light on after power on,in other words,this is the chip is on the state of reset.The reset pin is always low.It is appeared when I download the program using OSJTAG?

What happen about it?Is the chip locked?If like that,can i unlock it?

And I test the reset pin,there is three stage like the picture,power-off to power-on,and then power-on to power-off.
