I recently encountered an issue with FCCU not being able to enter configuration mode.it was found that the NCF[13] fault was triggered when the watchdog reset.and NCF[13] faults can not be cleared.
Hi, if this fault happens in debug mode (i.e. with attached debugger) then it is OK as this fault may be set when an external debug tool is connected and has to be ignored while the tool is connected.
This statement is valid for NCF faults 11, 12, 13, 33, 34, 35, 36, 37, 38, 39, 44, 45, 69
If it happen without debugger we may investigate it further.

Also there is an erratum. I guess it could be the issue.
How you read the fault? If you stop code execution at breakpoint, you are in debug mode. To eliminate debug mode completely, it is needed to send message over some serial bus ideally (UART terminal, CAN and so).
