I have a question that：I know that I can update DCF by PE,I just want to know can I update the dcf record in doing s19 update by use CAN UDS Service?

Yes you can program DCF via s record files. This is the only way PE can do it as far as I know.
Have a look at our DCF calculator where also s recod files for PE is generated.
Programming UTEST flash (where DCF sits) is no different then programing any other flash block. The procedure is same.
