Complying with ZigBee Specification, PAN IDs in the JN5189's ZigBee Stack are assigned randomly when creating the network.
As for ZPSconfig plugins, these are included in the tools section of the JN5189's SDK package, in the middleware directory:
<…\SDK_2.6.202_JN5189DK6\middleware\wireless\zigbee\tools\Eclipse_plugins>
