Unable to see display/serial terminal created on boot of Real-Time Edge pre-built image

I am following the instructions in the "Real-Time Edge Software User Guide" to flash the pre-built image available here

onto my SD card and then boot the image on the LS1028ARDB. I am following the section called "1.3.2 Flashing pre-built images." My switches are configured as follows:

SW2(1...8): 1000_1000

SW3(1...8): 1111_0000

SW5(1...8): 0011_1001 

After inserting the SD card and powering up the device, power button is lit green, "SYSTEM READY" LED is lit green, and FAIL and ASLEEP LEDs are off.

I plug the device into a monitor using a DisplayPort cable and don't get any display output. I plug UART1 into my Windows PC and don't see any new COM port show up in my Windows Device Manager. 

What am I doing wrong?

I can boot the firmware_ls1028ardb_uboot_sdboot.img and I DO get display output to a monitor. However, I still don't see any COM port in my Windows Device Manager if I connect my PC to UART1. I thought I was supposed to be able to use serial terminal with this firmware_ls1028ardb_uboot_sdboot.img image as well. So am I doing something wrong when connecting to UART1?

I switched to a Linux PC instead of Windows and can now see the UART serial output. However, still trying to get this working with a Windows PC.

dear noahw,
please use a Windows 10 PC and use Teraterm app to see the UART output.
