Can LS1046a in EP mode act as PCIe bridge?

That is, if the PCIe controllers are set up as 1 upstream and 2 downstream ports, can the PCIe controllers be configured so that transactions from the upstream port are routed to the proper downstream port (or local addressing space) and that transactions from a downstream port can be routed to either the upstream port, the other downstream port or local addressing space?

Another way to ask this might be: when an inbound transaction is received by a PCIe controller, the address is translated to a platform address. Is that translated address matched against all possible platform address destinations, including the PCIe controller outbound address windows?

There are no upstream and downstream ports in the LS1046A - i.e. it can't be mimic to a PCIe switch.
