I'm using 7.4.0 build 229 on Windows 7 Pro and can't get the TAB button to insert spaces in the C editor windows.  Under Windows->Preferences - General->Editors->Text Editors I have 'Insert spaces for tabs' checked.  'Displayed tab width:' is set to 4.  When I press the TAB button in the code editor window I get a TAB character inserted into the file, not 4 spaces.

What other settings need to be changed to get TAB to insert spaces?  This is really hosing the files when pulled into other editors.

Thanks.  I didn't realize that a new profile needed to be created and then edits seems to stick there.  After setting the 'spaces only' mode that seems to have done the trick.

Have you tried Windows -> Preferences -> C/C++ -> Code Style -> Formatter -> Indentation ?
