Unable to Toggle the Port 0 pin 15 for Cortex M3 1788 Microcontroller

Hi, 

I write the Firmware in which I am Toggling  the  Port 0 Pin 15.
Toggling of  Pin on LPC1788 development kit is working But on Custom Board its not working.
On Custom Board , Port 0 Pin 16, 17, 18 I able to control.
According to Schematics of  Board , Pin 15 is connected to AND Gate.

So, can you Guide us.

 MIC_RST_PCIe is P015 pin.

How about use a simple project, only includes toggle P0_15 code? And measure on directly on P0_15 pin.
