Hi,
As you know that the Irda signal requires 38KHz carrier modulation with uart TX signal, I suppose that you can generate 38KHz carrier signal with CTimer or SCT/PWM whatever, use an AND gate to finish the modulation. For the Irda receiver, you have to remove the 38khz carrier signal, you can design a first order analog filter with AMP(analog amplifier), and connect the filtered signal from AMP to RX pin of uart.
The LPC55S16 has uart, CTimer and PLU module, the PLU can implement the AND logic to finish the modulation, but you have to use an external amplifier to implement the analog filter.
