Running the main clock off of the 1MHz FRO

I'm working on a very low power application and want to run the clock off of the 1MHz FRO to minimize power consumption. The SDK examples and clock drivers show how to go as low as 12MHz, but no examples for 1 MHz.

I can switch over to the 1MHz FRO, but it doesn't seem to be decreasing the current consumption. Turning off the 96MHz FRO causes the device to crash. I'm sure I'm missing something obvious, any help is appreciated.
