LPC2478 Controller I want to create my System.c and system.h function file in GPIO default state

using LPC2478 Controller I want to create my System.c and system.h file in GPIO default mode I have decide my all peripherals work input output and their functions how can I start it also initialize clock of  LPC2478 controller using PLL give me roadmap.
