LPC11E37 EEPROM won't write if RAM address is in the 0x20000000 range

i mover some of my ram addresses around and I found that I could not write to the EEPROM if the Ram I was using was not in the 0x10000000 range.  Everything worked fine until I change the location of the ram buffer to the 0x20000000 range.
