If we lay out our own circuit board with a on it, what connector do we need to put on the circuit board and what programmer do we need to buy?

Do you want to have the connector or socket which can put the K22F chip to your board? And you don't want to solid the K22F chip directly to the board?
If yes, you should check your K22F part number, then refer to the package to find the according chip socket.
If not, please tell me the detail function of your connector, then I can help you to answer it.

Is their any cheaper programmers for the K22F chip set? I'm on a budget for my research and I am trying to find something around $120 at most.

If you have a tight budget you can use FRDM-K22F board to program production boards with - either using the SWE interface of ist OpenSDA debgger or else using it as EzPort programmer.
