Is it possible to power off Kinets KL26 while GPIO pins are pulled to +3V3 and VREGIN is connected with +5V?

Is it possible to power off Kinets KL26 while GPIO pins are pulled to +3V3 and VREGIN is connected with +5V?

I want to be able to turn off the KL26 since I am only using it to debug another chip. However, some GPIO's of the KL26 are pulled up to the main supply voltage (which is stable +3V3). 

What happens to the GPIO's internally when the MCU is turned off? Are they entering a HIGH Z state?
