I running CodeWarrior 6.1. It does not have the target CPU MCF52223 (Project Stationery) for it. Is this in the latest version of CodeWarrior?

Yes. I just checked the Codewarrior for Coldfire 6.3 version and the New Project wizard does display a choice for the MCF52223EVB.
