JTAG file may be used to supply reset configuration word (RCW) only to processor which support this RCW function.
For example MPC83xx family.
For MPC8641D - this processor does not support RCW, all configuration is done by external pins.
Please look MPC8641D Reference Manual, Section 4.4.3 for details.
Because of the above reason, there is no way to override RCW via JTAG, so - no JTAG RCW file for this processor.
If the processor does not work please verify external reset configuration pins, clocking, power supplies and etc.
