The internal oscillator is unable to work. I guess it's the problem of pin 72. So I'd like to confirm that if the pin 72 marked with flag opening of MC13213 need to be connected to ground?

There are still something wrong with my PCB. When the pin 72 is connnected to ground, the internal oscillator is unable to work, but once it is cut off from the ground, the oscillator is running.
So could you tell me the reason for the problem? or Is there some other fault in my PCB itself?

You have checked (measured) for shorts between pins and the flag?
If you look at the pin designations you will see there is no other main ground connection other than the flag. It needs to be connected.
