Part selection advice for a Linux compatible SoC with PCI and SATA

Hello!

I'm trying to design a board which will do kind of a niche thing, most importantly it needs to interface with a legacy PCI device. My requirements are:

Ideally mainline Linux support for the SoC. If not mainline support at least a BSP that I can with some reasonableness port to a modern Linux version.
The main CPU performance can be quite modest. Something in the range of 200MHz is likely more than enough. Capable of running without a heatsink would be greatly appreciated but not entirely necessary.
At least a single bus mastering capable PCI bus.
External memory is not necessary if the SoC has at least 64MB of RAM on board.
SATA support, at least 1 port ideally two
UART that I can hook a MAX3232 to, but I guess everything has that
USB, ideally one that can run in OTG mode, but this isn't 100% required.
Ethernet is optional, but desirable
Wifi is optional, but desirable. If Wifi is included it needs to have open source drivers. I realize open source firmware is unlikely, but would be a huge plus.
Graphics capabilities are not necessary, if they exist they would go unused.

I realize that it is unlikely that such a part still exists and has active support and reference designs available. If none exist, I guess a PCIe interface could work if I add a PCIe to PCI bridge to the board. Similarly for SATA, I could add a PCIe SATA controller as well. But for this to be reasonable the SoC price would have to be fairly low with the added cost of external components.

Does anyone have any ideas on what product or product lines I might want to have a look at?

Combing your conditions with PCIE support, you can look at i.MX6 SERIES chip in below screenshot.
