    <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;P&gt;When establishing a Secure Channel in a JCOP card, the card will enter its LOCKED state if 10 consecutive INITIALIZE-UPDATE commands are sent without receiving a valid EXTERNAL-AUTHENTICATE command to complete the process.&amp;nbsp; Is the Authentication Retry Counter nonvolatile?&amp;nbsp; If the JCOP card is reset after the 9th INITIALIZE-UPDATE command, does the counter reset to 0 such that 9 more INITIALIZE-UPDATE commands can be sent?&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>
