Is there an option to access the NFC Chip with out the proximity support in Windows IOT. Can I communicate with the NFC Chip over GPIO?

No, there is not.

On window IoT platform ,you should access it with related window IoT APIs.

No, you can't. you can communicate with NFC chip by SPI/I2C interface.
