On this device only FlexRay module is capable to elevate XBAR priority. I am looking for the mechanism.

This is not clear to us. We have send a question to the design as it seems not to be comprehensively documented. I will return to you as I can.

I just obtained an answer from design

Flexray: The flexray’s high priority signal to the platform is tied high. Thus, if the flexray HPE bit is set, then all flexray transactions are considered high priority.

However I just noticed there is also addendum in RM telling that HPE also works with CPU and DMA
