Is it possible to debug a project in simulator mode i.e without connecting to the target through debug probe?

We do not provide a simulator with LPCXpresso. There is a very wide range of developments boards and debug probes available, priced from just a few dollars.

If we want to run a simple C code which does not require any target, is there any option for that?

No. LPCXpresso is a development tool for NXP Microcontrollers. It is not a tool for developing Host applications.

What is the procedure to create a binary file which can be burnt to the FLASH which is present on custom board with LPC3250 processor?
