Two version of installation completing dialogues

I have tried to install LPCXpresso IDE many times, and found that there are two version of installation completing dialogues as the last window of the installation wizard. The dialogue is titled as "Completing the LPCXpresso Setup Wizard" with a "Finish" button. But there are two versions having contents as follows.

(1) "To complete the installation of LPCXpresso, Setup must restart your computer. Would you like to restart now ?"

(2) "Setup has finished installing LPCXpresso on your computer. The application may be launched by selecting the installed icons."

(1) requires RESTART and (2) does not. In addition, they have different CheckBoxes and RadioButtons.

My question is :

Q: What is the condition to require a RESTART ?

I must close all other windows prior to a RESTART, but I cannot find the condition if a RESTART required.

A restart is required if the installer was unable to install a file becuase it was in use.

A restart is required if the installer was unable to install a file because it was in use. Any such files are automatically installed on the restart of Windows
