rngRead Availability Issue

Ran into an issue where the software drops into HardFault_Handler when trying to use the OTP_API rngRead to access the true RNG in the LPC54608. This leads to two questions.

First, what is the minimum hardware (clocks/peripherals) that must be enabled to access this?

Second, UM10912 Rev. 2.4 — 11 November 2019, section 46.6.1 states that OTP API is only available when main system clock is 12 MHz. Is that true for the RNG as well or just for the OTP/ECRP portions?
