USBFS Enumeration control request failed to complete, Device disconnected

Im using stack(lpcusblib_MassStorageHost),
In enumeration stage, D+ goes low periodically, we are getting error,

Mass Storage Host Demo running.
Dev Enum Error
-- Error port 0
-- Error Code 3
-- Sub Error Code 2
-- In State 7

Could you please provide any suggestions, in HW point of view

It will be helpful if you provide me the part number of the device you are working with.
Do you have the 15k pull-down resistors on D+ and D- lines?
