I'm looking for an SDK for the LPC2366?

i'm also wondering if the debug link on the LPC55S69-EVK will work with the LPC2366?

Hi,

Unfortunately, there is no SDK for the LPC2366.

In addition, this device is not recommended for new designs.

The LPC2366 has an ARM7TDMI, the debugger bridge on the LPC55x boards will not work because it is made for debugging Cortex-M based MCUs.
You need a SEGGER j-Link, a KEIL ULINK or something like that.
If you install the older LPCXpresso Tool, then you can generate a project for the LPC2366. MCUXpresso does not support it.
For this MCU generation we had so called "Code Bundles" for KEIL µVision IDE, see attachment
