LPC1788 when using ulink2 debug, all I/O output H level, can I configure to output Low level， and how to configure it.?

The default configuration of GPIO is persevere, would make them output high level.

Sorry I reply so late, thank you very much for your help. I know how to initial the Pin mode. But when I use keil4 download .hex file to Flash, all I/O output high level. Infact i need low level. so when download .hex file, can output low level?
