LPC2294 External Flash Read and Write

i use software "JFlash" to program on external flash, but there is an error "programming failed @address 0x80000000 ". there is nothing wrong when erasing and reading back, but the pin WE is always high while programming. could you tell me the reason？ The picture of JFLASH is as follow:
