Have been using several (10) REV B boards with no problems. I can load the J-link software via the LPCScrypt successfully. I remove the jumper remove the USB reconnect start a debug session with IAR it finds the debugger but it is always seeing it as busy and times out. a reset does not help. Using IAR 7.4 latest addition. What is different with the debugger circuitry? has any one else seen this with the REV c boards?

But differences between the board revisions can be found at:

https://www.lpcware.com/LPCXpressoV2Boards

It might be worth trying to boot the target MCU into ISP mode before starting your debug session, in case there is something in the flash that is preventing the debug connection.

https://www.lpcware.com/content/faq/lpcxpresso/regaining-debug-access

Regards,
LPCXpresso Support
