Bluetooth in multi - user mode

Hello All ,

I am using JB4.3 and sabresd board .

I am creating another / second user from settings App .

When i login as second user , than settings app is not accessible .(ie , Whole settings app will be grey'd ).

While logged in as second user , i am not able to turn on bluetooth .

I hope its more to do with android stack.

Please do help me , how to get access to all apps as second user.
