uvcvideo module taking 3 seconds to detect Logitech USB webcam

In the attached logs please check following logs.

USB camera is attached then first line is printed . the time is 163.613826 after three seconds at 166.158321 camera is getting detected. need to reduce this time. any idea why it's taking that much of time
