iMX8M eval board and AR8031 phy issue

I'm using the i.MX8M evaluation target in JTAG boot mode.

But the AR8031 phy is unresponsive when I try to read some registers. I keep getting 0x0000 for all registers. I have tried all the possible PHY addresses and still I can't get anything other then 0x0000 from the registers. MDC is set to 2.5MHz.

Is there something specific that needs to be done to enable the PHY device?
