      <description>&lt;HTML&gt;&lt;HEAD&gt;&lt;/HEAD&gt;&lt;BODY&gt;&lt;P&gt;We would need some more detail to address this.&lt;/P&gt;&lt;P&gt;However, one condition that can lead to this error is not powering up the board that the USB TAP or other debug device is connected to.&lt;/P&gt;&lt;P&gt;&lt;/P&gt;&lt;P&gt;The board must be powered up prior to attaching any debug pods.&amp;nbsp; An unpowered devcice is much more subject to damage due to external voltages.&lt;/P&gt;&lt;/BODY&gt;&lt;/HTML&gt;</description>
