There is a form you have to fill out when downloading this software. However, you need to give me more information in order to help you. What exactly happened when when you say "made a request and they rejected it"? Did you have to send in a second form for approval? There are some countries to which the "export" of software is restricted. And it could be a glitch. If the information supplied can't be verified, we cannot grant the request.
