Issue with Downloading S32K3 FRDM Automotive Board Installation Package: 'Pending(Bad Actor)' Error

Hello,

I am experiencing an issue while trying to download a specific software package for S32K3 development, which appears to be related to account permissions or export control screening.

1. Target Package for Download:

S32K3 / FRDM Automotive Board Installation Package (Version: 2026.02)
- Includes: FreeMaster 1.5.0 RFP D2512, S32 Design Studio and Configuration Tools 3.6.5 D2511, Real-Time Drivers 7.0.0 QLP03 D2512, FreeRTOS 7.0.0 CD1 HF1 D2511, LIN Stack 4.0.0 D2511, TCP/IP Stack 4.0.0 D2512

2. Sequence of the Issue and Error Messages:

Step 1 (Initial Attempt - Error Message): I initially selected the FRDM Automotive Board Installation Package directly from the main list. However, during the transition to the 'Export control' stage, the following warning message appeared: "The following packages are in pending(Bad Actor), keep in mind that other packages might be disabled due to this request." As a result, the next step button was completely disabled, leaving only the [EXIT] button active. (Please refer to 'nxp error2.png')
Step 2 (After the Error - Access Blocked): After encountering this error, whenever I attempt to download the package again, the system seems to treat it as a failed custom selection link. A pop-up window appears with the warning: "WARNING: This selection contains one or more packages that are no longer available", and the [APPLY THIS SELECTION] button is grayed out, preventing me from proceeding at all. (Please refer to 'nxp error.png')

3. Questions:

What exactly does the pending(Bad Actor) status mean in this context? Is this issue caused by a delay or restriction in my account's Export Control screening/approval?
Currently, I am blocked by the pop-up window and cannot re-select or proceed with the download process for this package. What actions do I need to take, or what adjustments are required from NXP's side, to resolve this and successfully download the FRDM Automotive Board Installation Package?

Based on similar cases, the “pending (Bad Actor)” message typically indicates an account/permission restriction for software downloads rather than an issue with the package itself.

Please contact your local NXP FAE and provide your NXP account email, company/country, the exact package name/version and screenshots of the messages.

You may also try downloading components from the bundle individually.
