Real-Time Drivers (RTD) are a collection of peripheral drivers set supporting real-time software on AUTOSAR and non-AUTOSAR applications designed to simplify and accelerate application development on S32 products.

Regarding the S32K1xx development package, this provides the below support for the S32K1 family:

New Project wizard support.
GHS and IAR Compilers support
FreeMASTER_Serial_Communication_Driver for S32K1xx
P&E Debugger support
LAUTERBACH Debugger support
SEGGER J-Link (with SEGGER GDB Server)
IAR debugger support
iSystem Debugger support

The development package needs to be installed, and about the installation of the RTD it depends if you are planning to use the software.
