Mini PCIe not detected on LS1043ARDB

I have been unable to resolve the issue I posted here. Trying to use Sierra Modem EM9191 (also Telit FN990A) on LS1043ARDB.

Using M.2 to Mini PCIe adapter board (Techship MP301-ES) and u-boot does not detect the device on the PCI bus (see console output below).

I can successfully detect and run WiFi module 920NGW on this PCI bus (of course with different adapter board)

Please let me know if this is expected to work with the default configuration of nxp-qoriq build or if there are any changes that I can try on the configuration (e.g. RCW).

Can you check and tell us the PCIe LTSSM state[from PCI Express Link Control Register] at Uboot when you are connecting the Telit FN990A via M.2 to Mini PCIe adapter board ?
